Morales Suspends Bukidnon Gov. Zubiri for 6 Months


Bukidnon Governor Jose Ma. Zubiri, Jr. is suspended for six months after Ombudsman Conchita Carpio Morales has found him guilty of blocking the clearance of an employee, which is labeled as an administrative offense.

Morales revealed on Monday that Governor Zubiri has violated Section 5(a) of the Code of Ethical Standards for Public Officials and Employees or Republic Act No. 6713. He was also guilty of the administrative offense of grave abuse of authority amounting to oppression.

The Ombudsman disclosed that based on her investigation, it was in January of 2013 when the governor refused both to sign the clearance and act on the request for commutation of a former provincial assessor by the name of Carlos Ycaro.

The Ombudsman further said that Zubiri has completely failed “to perform the mandate of Section 5(a) of R.A. No. 6713 by completely ignoring the two communications of complainant, addressed to his office.”

According to Inquirer, Zubiri has been found to be guilty of grave abuse of authority or oppression, a misdemeanor that is committed by a public officer, who under his or her office commits an act of unlawful exaction, severity, cruelty, or excessive use of authority.

Morales has ordered Interior Secretary Mike Sueno to do the implementation of the suspension.

Morales, on the other hand, also ordered the filing of four counts of malversation and four counts of malversation through falsification of documents against another Bukidnon public official, former Bukidnon Rep. Candido Pancrudo Jr.

The said representative is already facing eight counts of graft before the Sandiganbayan due to a P49.2 million pork barrel fund scam in 2007.
